William L. Baldwin, Esq.
Chief Executive Officer
William L. Baldwin is MCAP’s Chief Executive Officer, whose responsibilities include the daily administration of the organization, promoting its mission of serving the most vulnerable, abused, neglected and trafficked children, and expanding the project’s outreach, education, and advocacy.
Prior to joining the MCAP team, Bill was the Deputy Director of Pro Bono Services for the Pennsylvania Bar Association, after having previously been the Executive Director of the San Diego County Bar Association from 2022-2024 and the Executive Director of the Delaware County Bar Association from 2011-2022. For much of his legal career, Bill worked with victims of abuse, serving as the Deputy Director and Legal Services Director at Laurel House, a domestic violence program in Montgomery County; the Senior Staff Attorney at A Woman’s Place Legal Center in Bucks County; and as the Legal Services Director of the Domestic Abuse Project of Delaware County.
In addition to his legal work, Bill has been on the following Boards of Directors: Legal Aid of Southeastern Pennsylvania, Domestic Abuse Project of Delaware County, Pennsylvania Association of Bar Executives, and Domestic Violence Legal Network of Montgomery County. He has also been recognized for his service to victims of domestic violence and the legal community with the following awards: Pennsylvania Bar Association Arthur Birdsall Award, Guy G. deFuria Inn of Court Award, Hon. Stephen J. McEwen Award for Service to Victims, Domestic Abuse Project Shannon Stout Victim Services Award, Delaware County Paralegal Association Lawyer of the Year, and Delaware County Board of Judges Orlowsky Award.
Bill received his B.A. in History from La Salle University in 1987 and his J.D. from Temple University Beasley School of Law in 1990. He is admitted to practice in the Commonwealth of Pennsylvania and before the U.S. Supreme Court. He is also an active member of the Montgomery Bar Association and Pennsylvania Bar Association.
